慢性病防治可持续发展筹资模式的探讨

目的:探索慢性病防治筹资的可持续发展模式。方法:通过文献归纳、实证收集、专访调查、小组座谈、问卷调查等方法收集有关研究信息,调查对象为行政管理人员、慢性病防治专业机构负责人和具体工作人员共216人。结果:慢性病防治筹资应以政府财政投入为主,社会和医疗保险参与和补充,企业和其他非政府组织协助。同时,坚持实施以人为本和以病为本相结合,地区统筹和城乡结合,医疗和预防平衡发展。结论:我国现阶段应采取以政府投入为主多方参与合作为辅的慢性病防治筹资模式。

Discussion on Financing Mode for Continuable Development of NCD Control and Prevention

Objective To explore financing mode for continuable development of NCD control and prevention. Methods To collect related research information By literature conclusion, demonstration collection, interview, group discussion and questionaire investigation. The study objects were 216 persons including administration manager, principals of NCD Control and Prevention organization and its staff. Results Government investment should be the main mode of Financing for continuable development of NCD control and prevention. Social insurance and medicare should be the complementarity. Corporation and nongovernment organization should be responsible for assistance. It should be insist that human and disease be pay most attention to?Whole district should be plan as a whole and urban area and rural area should be take into consider as a whole. A balance should be developed between medication and prevention. Conclusion Government financial investment should be main financing mode for continuable development of NCD control and prevention for nowadays in China and assist with other modes.
