| 摘 要： | 目的：分析湖北省某市2007年新型农村合作医疗以地市级为统筹层次的运行情况，为新型农村合作医疗的可持续发展提供参考意见。方法：运用整群随机抽样方法，对该市新型农村合作医疗管理机构进行问卷调查和知情人访谈，调查结果用SPSS12．0软件进行数据录入及处理分析。结果：以地市为统筹单位抗风险能力增强、管理成本降低，但也存在病人流向不合理、实际住院补偿比偏低等问题。结论：建议加强监管力度，严格转诊制度，合理分流病人，控制医疗费用的不合理增长。 |
