卫生技术评估与行政决策

随着科学进步新技术在医疗服务中的应用日益突出,由于高新技术具有正负双向作用,因此开展卫生技术评估和控制应用具有十分重要的意义,文章介绍了国外开展卫生技术评估的经验和成效。提出我国应从培训评估人才,确定优先评估项目,进行示范研究与试点。建立认证机构,加强国际联系等方面开展工作,建立起一套完善的卫生技术评估体系,推动卫生决策的科学化、规范化。

Technical Evaluation of Health and Administrative Policy-making

With the development in science and technology, it becomes increasingly prominent that new technologies are applied in medical service. It is very important to launch out into technical evaluation of health and controlled application on account of bi - directional roles(the positive and the negative)of high and new technology. This paper introduces the experiences and effects achieved in tins respect abroad. It also suggests that the perfect system of technical evaluation of health should be insutuied to promote standardization and scientificity in health policy - making by training of appraisers, determination of prior evaluated projects, demonstration researches and experiments, establishment of authorized institutions, enhancement of international communication, and so on.
