联勤体制下特勤疗养全维保障管理机制的构建与实践

目的：构建联勤体制下结构合理、运行机制顺畅、质量效益明显的特勤疗养全维保障管理机制。方法：从结构统建、制度统一、资源统筹、任务统配四个方面入手，建立适合特勤疗养全维保障的“统管合用”管理机制。结果：促进了保障能力的跃升，促进了技术特色的形成，促进了支撑条件的改善。结论：联勤体制下特勤疗养“统管合用”的管理机制，是有效实现“适应全维环境需要的全能特勤疗养组织、适应全维健康维护需要的全谱特勤疗养功能、适应全寿命维护需要的特勤疗养全程优质服务”特勤疗养全维保障的重要途径。

Management Mechanism under Joint Service System

Objective: To constitute the special service recuperated management mechanism under Joint service system with rational construction,smoothly work mechanism and significantly quality benefit.Methods: We have constructed the special service recuperated management mechanism of"united management and alliance employment"from four aspects including unitized structure,united system,overall integrated resource and unified distribution mission.Results:The results showed that this mechanism improved the ability of guarantee,the characteristics of technology construction and the conditions of support.Conclusion: It was suggested that constituted the special service recuperated management mechanism under joint service system was to increase times of guarantee benefits and improve the development of the special service construction.
