| 摘 要： | 正近年来,我国先后放开"双独二孩""单独二孩"生育政策后,2016年更是实施全面二孩政策第一年,我国出生人口为2000年以来的历史最高水平,达到1 786万人。国家卫健委统计的数据表明目前符合全面二孩政策的夫妇达到9 000万对左右,高龄育龄妇女大幅度增加,其中35岁以上女性占60%,40岁以上占50%~(1])。随着社会经济的不断发
