"看病贵"的成因及其对策

“看病贵”的形成原因较为复杂,有人日老龄化、疾病谱变化、医疗技术现代化、医疗服务条件改善及医院成本上升等合理因素,但主要是一些不合理因素造成的,包括政府投入不足、药品及检查费用不合理增长、医院经营行为不规范、费用支付方式不科学、医疗保障体系不完善等。通过原因分析,针对不合理因素,提出改革医疗价格体制和支付方式、控制药品价格、规范医疗服务行为、发展社区卫生服务、完善医疗保障制度等对策建议。

The causes and countermeasures of "see a doctor expensively"

It was difficult to identify the causes of"see a doctor expensively",with either reasonable factors such as aging population,the change of disease spectrum,medical technology modernization,improved health services and increased hospital management costs,or unreasonable dominant factors such as inadequate government input,increased medicine and examination cost,unreasonable hospital management behavior,inferior payment and health insurance system.This paper proposed policy reference aiming at addressing above-mentioned factors.
