| 摘 要： | 《突发公共卫生事件应急条例》的制定，对我国应对各种突发公共卫生事件提供了强有力的法律保障。为了增强《条例》实施的自觉性，必须对《条例》所涉及到的伦理原则进行深层次的探讨，以提高人们的责任意识、协作意识和奉献意识，切实预防和控制各种突发公共卫生事件。

| Abstract: | The promulgation of regulations of coping with public health affairs outbreak offers the powerful legal protection. In order to enhance the consciousness implementary, we must go along with futher discussion of ethical principle in the regulations. By doing this, we expect to enhance the responsibility, collaboration and dedication consciousness of people, then to prevent and control the occurrences of public health affairs outbreak effectively. |
