医药分开缓解看病贵问题的综合评价研究

新医改将重点改革公立医院补偿机制,推进医药分开,改革以药补医机制。本文构建医药分开改革对医院药品供需均衡影响的模型,分析医药分开与解决看病贵问题的关系。通过模型分析可知,实行医药分开,患者的药品均衡消费数量明显下降,同时药品均衡费用有较大程度地下降,即明显减少患者药品消费支出总额,整个社会药物资源也能得到明显节约。但是,药品均衡价格并不如很多人预想的那样明显下降了,反而可能上升。

Research on the Comprehensive Evaluation of Separation of Prescribing and Dispensing to Alleviate the Problem of Seeing Doctor Expensively

The new medical system reform will focus on the reform of compensation mechanisms of public hospitals and improving the system of fostering hospitals with medicine by the separation of prescribing and dispensing. In this article, a constructed model was discussed on the affect of separation of prescribing and dispensing to the balance on drug supply and demand in hospitals, and the issues to solving the problem of seeing a doctor expensively by separation of prescribing and dispensing were analyzed. It was proved by the analysis that after the separation of prescribing and dispensing the quantity of drug equilibrium consumption by patients decreased significantly, at the mean time the gross earning on balance medicine of hospitals, i.e. the gross consumption expenditure on medicines by patients reduced obviously. The medicine resource of the whole society was greatly saved. But the medicine balance price in retail markets after the separation of prescribing and dispensing did not decrease significantly as many people expected, but increased.
