| 摘 要： | 本文介绍了基本药物与国家药物政策的关系，分析了国家基本药物制度建设进展和存在问题，建议从国家政策角度综合考虑基本药物制度和国家药物政策的完善，并提出了建立国家药物政策管理体系、建设基本药物筹资机制等政策建议。

| Abstract: | This article introduced the relationship between the essential medicines and the national drug policy and analyzed the progress and existing problems in the development of national essential medicine system. It was suggested that the essential medicine system and the national drug policy should be perfected in accordance with the national policies. Other policy related proposals were also put forward including the establishment of the management system of national drug policy and the financing mechanism of essential medicines, etc. |
