新型农村合作医疗大病统筹基金使用效果评价

目的：评价新型农村合作医疗（新农合）大病统筹基金的利用效率和公平性。方法：描述大病统筹基金收支平衡情况、有效补偿比，不同收入人群住院经济负担降低程度，运用洛仑茨曲线评价新农合对农民收入分配的影响。结果：经过两次补偿两县新农合基金年平均结余4％左右；有效补偿比在20％～40％之间。低收入人群的住院费支出占收入的31．2％，高于中、高收入组的8．99％和6．29％，新农合补偿后，低收入人群的住院疾病负担降低5．87％高于中、高收入组的1．01％和1．13％。大病统筹使农民收入分配公平性提高18％。结论：新农合大病统筹基金运作平稳，使用方向正确，减轻农民住院经济负担的同时，改善了农民收入分配公平性。

The effectiveness evaluation of overall planning funding for severe illness In NRCMS

Objective： To evaluate the utilization efficiency and equity of overall planning funding for severe illness in the NRCMS. Methods： To describe the balance of overall planning funding, ratio of effective reimbursement, reducing of inpatient service expenditure at different income population, apply Lorenz Curve evaluate the impact of NRCMS to their income. Results： The NRCMS funding annual plus is 4%, ratio of effective reimbursement is around 20-40%, inpatient expenditure at low income population is 31.2% in their total income, and the medium and high income population their percentage is 8.99% and 6.29% respectively, it raises 18% the equity of income distribution after implementation this system. Conclusions： The NRCMS funding operates stability, reduces their inpatient economic burden, as well as improves peasant＇s income equity.
