摘    要:特岗见习医生政策是宁夏为解决基层卫生技术人员供求矛盾而出台的一项地方性卫生人力资源政策。特岗见习医生政策实施以来成效明显,为基层卫生机构补充了一批急需的卫生技术人才,拓宽了医学毕业生就业渠道,实现了基层卫生技术人员招聘的机制创新。但还存在见习期太短、工资待遇不一致、后续支持政策缺乏、特岗见习医生心理落差较大和考核制度不健全等问题。建议通过适当延长见习期限、提供后续政策支持、注重岗前培训和职业生涯指导以及加强考核制度等途径来完善特岗见习医生政策,以便吸引更多优秀人才从事基层卫生事业。

Studying on the establishment of special post doctor policy and its effect in Ningxia

Abstract:The policy of special post doctor(SPD) is a local health human resource policy to solve the conflicts between supply and demand of primary health professionals in Ningxia,which has achieved significant effect,mainly as refreshing health professionals,widening channels of employment for medical graduates,innovating mechanism for recruiting primary health professionals.But some problems still exist,such as insufficient internship period,inconsistent salary,absent subsequent policy support,heavier psychological pressure and imperfect evaluation system.Some suggestions were put forward to improve the policy of SPD and attract more excellent talents,including extending internship period,providing subsequent policy support,emphasizing professional training and guidance,and intensifying evaluation system.
