兰州市职工基本医疗保险超支现象及对策研究

城镇职工基本医疗保险制度作为我国社会医疗保险制度的重要组成部分，关乎着劳动者的健康保障和合法权益，是当前各大城镇职工关注的焦点。通过对兰州市职工基本医疗保险住院基金超支问题进行描述，深入分析引起基金严重超支现象的原因，如制度的局限、住院率快速上升、支付方式不合理、信息化滞后等原因，并针对原因提出重新审视“统账结合”，完善医保制度；严格监管统筹基金；深化支付方式改革；加强信息化建设等对策建议。

Studies on Problems and Countermeasures about Basic Medical Insurance Operation for Urban Workers in Lanzhou

Urban employee basic medical insurance system,as an important part of social medical insurance system in China,is related to the health and legal rights and interests of workers and the focus of the current major urban workers.The question of hospitalization fund budget overruns in Lanzhou city employee basic medical insurance were described in this article.In-depth analysis of the causes of fund badly overruns,such as the limitation of system,hos-pitalization rate rising fast,unreasonable method of payment and the lag of information technology.And the corre-sponding countermeasures and suggestions are put forward based on reason,such as reviewing SP and IRA system and improving the system of health care,supervising consolidated fund strictly,reforming the mode of payment, strengthening the construction of informatization.
