营利性与非营利性医院划分的初衷与现实

医疗机构分类管理的初衷是促进营利性医院与非营利性医院的有序竞争.但实施分类管理后,在我国医疗机构中公立医疗机构仍占主导地位,其他医疗机构无论从规模、实力还是医疗服务水平上都难以与之抗衡.通过对医院分类管理改革现状及原因的分析,提出了公立医院改革的建议与对策,并对值得关注的几个问题作了阐述.

The Original Intention and Praxis in Dividing Hospitals into the For-profit and Non-profit

The original intention of the classified management of medical institutions is to boost the regular competitions between the for-profit hospitals and non-profit ones.But after the implementing classified management,the public medical institutions in China are still in the highest flight,and the other kind of hospitals can't contrast with them in the aspects of scale,strength,or medical service level.The author of this paper put forward some suggestions and tactics as to how to accelerate the innovation of public hospitals and expounded several hot issues by analyzing the innovation status and reasons of the hospital classified management.
