深圳市福田区社区公共卫生服务包界定及财政投入测算

目的 界定社区公共卫生服务包的具体内容,明确福田区社区公共卫生财政投入额度,为建立、完善社区卫生服务补偿机制奠定基础.方法 在社区卫生服务项目成本测算的基础上,结合深圳市的人口特点,以不同的人口测算口径对不同财政投入标准下的社区公共卫生服务包内容进行界定,并对社区纯公共卫生服务包的财政缺口进行量化测算.结果 2004年标准财政投入下,A型服务包内容为前16项社区公共卫生服务项目,B型服务包涵盖全部39项社区公共卫生服务项目和前6项准公共卫生服务项目.2004年实际财政投入下的社区公共卫生A型服务包仅包括前10项公共卫生服务,B型服务包也仅包括前15.5项公共卫生服务.2004年福田区A型社区纯公共服务包财政缺口为7 488.78万元,B型社区纯公共服务包财政缺口为1 785.36万元.结论 政府应加大对社区基本公共卫生服务项目的 投入;可建立社区卫生服务专项基金,确保政府财政补助落实到位;建立和完善社区卫生服务的收费标准和价格体系,实现社区卫生服务良性补偿机制.
