摘    要:卫生人力资源对于以技术导向性突出的医疗卫生领域至关重要。笔者就民营医院的卫生人力资源进行剖析并预测,发现其虽然总量与床位规模相符,但是存在着配置结构不合理、卫技人才匮乏、医护比例失衡等问题。针对这些问题,从3个方面提出了建议:一是民营医院要把人力资源管理放在战略发展地位;二是政府在完善政策的同时,更要注重政策执行环节;三是公立医院要与民营医院建立良好的效率竞争关系,以期能够为民营医院的人力资源发展提供理论参考。

Abstract:Health human resources are the key resources of private hospitals.“Those who win over talents win the world”is the consensus of many private hospital administrators.This paper analyzes and predicts the health human resources of private hospitals in China,and finds that although the total amount is consistent with the size of the bed,there are irrational allocation structures,lack of health technicians,and imbalance in medical care.In response to the problem,suggestions were put forward from three aspects.First,private hospitals should put human resources management in a strategic development position.Second,the government should pay more attention to policy implementation while improving policies.Third,public hospitals must establish good efficiency competition with private hospitals.
