职业病危害风险分级分类在评价项目中的应用

摘    要:目的探讨职业病危害风险分级分类法应用于建设项目评价的合理性。方法采用职业卫生调查法、职业卫生检测法、检查表分析法、职业健康检查法、MES评价法、职业卫生管理质量评估法和职业病危害风险分级分类法相结合。结果应用MES评价法确定3家企业的职业病危害风险分级,某造船项目为危害三级,属于显著危险;某制药项目为危害四级,属于一般危险;某化工项目为危害五级,属于稍有危险。应用职业卫生管理质量评价法对企业管理质量进行评分,并对其进行分级,某造船项目职业卫生管理分级为不合格;某制药项目职业管理分级为一般;某化工项目职业卫生管理分级为良好。整合MES评价法和职业卫生管理质量评价法对3家企业的职业病危害进行风险分级分类,某造船项目综合风险分级为D级;某化工项目综合风险分级为A级;某制药项目综合风险分级为B级。结论通过把职业病危害风险分级分类方法应用到某造船项目、某化工项目和某制药项目的职业病危害风险评价中,得到的评价结论合理,显示出本方法有较好的实用性。

Abstract:Objective To explore the reasonability of application of risk grading and classification on the construction project evaluation. One shipbuilding, one chemical and one pharmaceutical industry were selected for the application of risk grading and classification for occupational hazards . Methods The occupational survey, occupational detection method, check list method, occupational health inspection method, MES method, occupational management quality assessment method and occupational risk grading and Classification method were combined with evaluation. Results Application of MES evaluation method confirmed occupational risk classification of 3 enterprises, the shipbuilding project for the hazard level three, belonging to the obvious danger; the pharmaceutical project for the hazard level four, belonging to the general risk; the chemical project for the hazard level five, belonging to the slightly dangerous. Occupational health management quality evaluation method was applied for enterprise management quality and the classification, occupational health manage- ment grading of the shipbuilding project was not qualified; the pharmaceutical project occupational classification for the gen- eral ; the chemical project occupational classification for good health management. The integration of MES evaluation method and occupational health management quality evaluation method was combined to the 3 enterprises occupational hazard risk classification, the shipbuilding project integrated risk classification for D; the chemical project integrated risk classification for class A; the pharmaceutical project integrated risk classification for B. Conclusion The method of risk grading and classification for occupational hazards is applied to the occupational hazard risk evaluation in the shipbuilding, the chemical and the pharmaceutical industries, the evaluation result is reasonable, and shows that the method has good practicability.
