通过描述新医改的主要内容,总结新医改的主要工作进展和目前所取得的成就与经验,进而提出了在不断深化医药卫生体制改革进程中尚须解决的问题.其中包括:(1)卫生总费用上涨过快,偏离医改初衷；(2)“保基本、强基层”需要进一步落实；(3)基本药物制度的根基尚不稳固,药品流通环节虚高费用还没有降下来；(4)公立医院改革尚未完全破题；(5)保障医改持续进行的长效机制尚未建立.

Review of Advances in the New Health System Reform

The first stage of three-year health care reform came to the end with fruitful achievements,the paper summarize the healthcare reform framework and the main progress.This paper also provides suggestions on next stage reform,including:(1) Health cost containment,since rapidly increasing healthcare costs dilute the effect of health insurance;(2) Strengthen the basic healthcare system in community and rural area;(3) Improving the national essential drug system,reforming the drug distribution system;(4)Speeding up the public hospital reform;(5) Setting up the public financing mechanism to insure the suitability of the reform.
