| 摘 要： | 介绍数据安全治理基本理念和国内外人口健康科学大数据安全实践，指出我国开展人口健康科学数据安全治理的必要性，分析了人口健康科学大数据的特点及其在全生命周期各个场景动态流转的安全风险，从人员组织、制度规范、技术支撑等多个层面构建了基于场景化的人口健康科学大数据安全治理体系，为促进我国人口健康科学数据中心开展大数据安全治理提供理论支撑与应用参考。

| Abstract: | After the basic concept of data security governance and the implementation of scientific big data governance in domestic and foreign population and health were described, the necessity for scientific data security governance in domestic population and health was pointed out, the characteristics of scientific big data and the risk of data security in population and health were analyzed according to the life cycle of dynamic data flow. The scenario-based scientific big data security governance system for population and health was developed, which includes personnel organization, system specifications, and technical support, in order to provide the theoretical support and reference for its application in domestic population and health data centers. |
