| 摘 要： | 医改的主要矛盾在于医患双方信息不对称。笔者试图通过医疗保险费用支付方式的设计,将现有的医疗卫生机构划分为社区与专业两种,并将社区医疗机构作为参保者的健康代理人,以医疗机构监督医疗机构的方式破解信息不对称的矛盾;并以此为切入点,设计了一个相对简单易行、成本可控、效率较高的覆盖全民的医保体系。

| Abstract: | Health reform focused on information asymmetry between doctors and patients. By designing health insurance payment methods, the author divided medical organization into community and profession and took community medical organization as insurer's agent so as to resolve information asymmetry with medical organization supervising medical organization. The author designed a simple, cost-controlled, effective and high coverage health insurance scheme. |
