上海市职业卫生技术服务机构在闵行区开展服务工作的现况调查

目的了解上海市现有的职业卫生技术服务机构在闵行区提供服务的情况、企业对技术服务工作需求的情况，以发现技术服务机构在提供职业卫生服务过程中的主要问题。方法抽查2008--2011年间开展过作业场所职业病危害因素检测评价工作的企业220家参与问卷调查，用SPSS软件作相关统计分析。结果民营与公办服务机构在I习行区提供的检测服务年均数量比为1．82：I；企业对服务机构提供服务过程的业务工作开展评价，大部分指标未完全达标，其中现场调查率、委托方提供资料率、协议签定率、协议签订符合率、检测程序符合率、实测率、过程符合率、时间间隔符合率、现场操作符合率、再委托率、报告编制符合率、评价指标符合率、定点符合率、工作场所符合率等指标民营与公办服务机构之间存在显著性差异。结论民营服务机构在数量上已经占据闵行区检测市场份额的大部分；民营与公办服务机构之间在质量管理体系上还存在不完善之处；在质量上，两者在众多指标间均存在显著性差异；要发挥职业卫生专家作用，并从政府层面整合资源，建立危险因子监测系统，为基层服务。

Investigation on current situation of service supply by occupational health technical service institutions in Minhang District of Shanghai

Objective ] To understand the current situation of service supply by occupational health technical service institutions in Minhang District of Shanghai, and the demands for technical services of enterprises, find out the main problems in the course of services supply. Methods] The questionnaire survey was performed in 220 enterprises which had received the workplace occupa- tional hazards detection and evaluation from 2008-2011, and the results were statistically analyzed. Results] The annual ratio in number of detection services by private and public service institutions in Minhang District was 1.82 ： 1. The enterprises evaluated the services from occupational health technical service institutions, the results showed that a majority of indexes did not reach the standards. There were significant differences between private and public service institutions on the following indexes： the field in- vestigation rate, the rate of clients providing the data, the rate of agreement signature, the coincidence rate of the agreement signa- ture, the coincidence rate of detection procedure, the measured rate, the coincidence rate of procedure, the coincidence rate of time interval, the coincidence rate of field operation, the rate of re-commissioning, the coincidence rate of report formation, the co- incidence rate of evaluation indexes, the coincidence rate of fixed point, and the coincidence rate of the workplace. Conclusion ] In the quantity, the public service institutions have occupied a leading position in the detection market of Minhang District. There are still imperfections in the quality management system of the private and public service institutions. In quality, there are signifi- cantly differences in some indexes between the private and public service institutions. It is essential to improve the influence of oc- cupational health experts, integrate the resources from the level of government, and establish the risk factors surveillance system, to implement the service for grass-roots units.
