杭州市城镇基本医疗保险运行分析

目的 对杭州市2003年1月1日起实施的《杭州市城镇基本医疗保险办法》进行分析。方法 结合现状，从参保意识、参保范围、定点医、药服务、三“改”联动、困难职工参保以及门诊费用管理等方面分析目前存在的问题。结果 提出加大宣传、稳步扩面、加强医疗保险管理。结论 建立社会医疗救助制度、建立多形式补充医疗保险等方式是完善医疗保险制度改革的方法。

The Analysis of Hangzhou City Basic Medical Insurance

Objectives To analysis the City basic medical insurance of Hangzhou which is put into practice on January 1,2003. Methods We makes a research of current problems about the insurance consciousness, the insurance scope, fixed-point medical and drug service, the reform of medical insurance, public health and drug currency,impoverished workers' insurance and expenses management of out-patient service etc. Results It put forward us that we can enlarge the propaganda, extend the insurance cover, enhance the management. Conclusions We can establish the system of social medical help and various forms of the complementary medical insurance to guarantee the reform of medical insurance.
