济宁地区孕中期产前筛查质量管理与组织管理的探讨

目的探讨产前筛查的质量管理与组织管理，保证产前筛查质量。方法济宁市政府成立产前筛查工作领导小组与督导组，定期督导产前筛查工作。以市政府名义组织法学、遗传学、伦理学等学科的专家负责制定济宁市产前筛查与诊断管理办法，强化组织管理、加强质量控制，培训各级工作相关人员、组建筛查网络、广泛宣传。将产前筛查与诊断工作列为2013年济宁市市政府为民办的十件实事之一，产前筛查工作被列为全市妇幼保健工作考核内容，年终考核实行一票否决制度，筛查诊断中心选用灵敏准确、符合国家要求的设备和方法开展工作。结果产前筛查工作得到全市广泛关注、适龄孕妇积极参与，筛查率及转诊率呈稳步上升趋势。所需孕妇信息准确性、完整性及样本合格率不断提高，筛查率由0．4％上升到2013年10月的38．55％，筛查高危转诊率由44．4％升到91．28％，卫生部室间质量评价合格。结论做好产前筛查的质量管理与组织管理，是产前筛查与诊断工作的必要措施和有力保障。

Investigation on quality control and organizational management of prenatal screen in the second trimester pregnancy of Jining City.

Objective： To investigate the investigation on quality control and organizational management of prenatal screen in order to ensure quality of prenatal screen. Methods： The leading group office and inspection group were founded by Jining government for the regular inspection of prenatal screen. The experts of law, genetics and ethnics were organized by Jining government to make the rules of prenatal screen diagnosis and management. It was executed that the organizational management, quality control, training workers and screen network to publicizes widely. Prenatal screen and diagnosis were one of ten real services for the populace by Jining government. Prenatal screen was the criteria of assessment for maternal and child health in whole city which was the sole criteria of year-end assessment. The precise national standard machines and methods were selected for the work of the center of prenatal screen. Prenatal screen was focused in the whole city and pregnant women participated actively. The rates of screen and referral increased steadily.The rates of accuracy, integrity and eligibility of pregnant women increased constantly. Results： The rates of screen increased from 0.4% to 38.55% in October 2013. The referral rates of high risk patients increased from 44.4% to 91.28%. The assessment of medical departments was qualified. Conclusion： The quality and organizational managements were essential and garanteed for prenatal screen and diagnosis
