摘    要:2009年开始的新医改要求坚持公立医院的公益性质,健全制度体系,创新体制机制,不断提高全民健康水平,促进社会和谐.根据医改新政对公立医院绩效管理的要求,通过对临床科室绩效考评体系现状的分析,在对平衡计分卡和目标管理法等绩效考评方法进行综合比较的基础上,运用平衡计分卡的基本理念对临床科室绩效考评体系的构建进行了设计,并提出了持续改进的建议.

Abstract:The new health care reform started in 2009 clainmed that public hospital should adhere to public wel-fare,innovate the operation system,improve the people's health and promote social harmony.Based on the way to build a reasonable performance appraisal system of the clinical section in public hospitals under the new policy of health care reform,this article analyzes current situation of performance evaluation of the clinical section.According to the methods of Balanced Score Card,Key Performance Indicator,Management by Objectives and so on,the arti-cle builds an appraisal system based on the BSC and gives some advices on how to improve it constantly.
