| 摘 要： | 如何全方位的预防和控制突发公共卫生事件,正成为我国现代化建设面临的重要课题.然而,在现实中,往往只注重发生突发事件时的应对,而忽略发生前的预防和事件的后期管理.为此,本文根据危机管理的周期理论,提出了突发公共卫生事件的三级预防,以研究和探讨如何全面预防和控制突发公共卫生事件.

| Abstract: | How to prevent and control emerging public health incidence has been becoming an important topic for the Chinese modernizations construction. However, in fact, people always put emphasis on the countermeasures of emerging incidents, the prevention before emerging incidents occurrence and the management after that often be ignored. So, according to the periodicity theory of crisis management, the paper put forward to three-tier prevention for public health emergencies. |
