上海市控烟条例实施对医疗卫生机构工作人员吸烟相关情况的影响

目的了解《上海市公共场所控制吸烟条例》(以下简称《条例》)实施1年来,医疗卫生机构工作人员吸烟相关情况的变化,为推进《条例》的实施提供科学依据。方法采用分层抽样的方法,对全市18个区县的各级各类卫生机构工作人员进行吸烟相关情况的问卷调查。《条例》实施初期(2010年3月)共调查1774人,《条例》实施1年后(2011年3月)共调查1767人。结果《条例》实施1年后,上海市医疗卫生机构工作人员的吸烟率从16.4%下降到14.3%,差异无统计学意义(P>0.05)。打算戒烟率从46.4%上升到49.8%;对《条例》的知晓率从99.1%下降到96.6%,支持率从95.7%上升到97.7%;对烟草危害的认知率从57.1%下降到54.2%,差异均有统计学意义(P<0.05)。结论上海市医疗卫生机构工作人员吸烟率较低,对烟草危害的认识需要进一步加强。

Influence of Implementation of Shanghai Tobacco Control Ordinance on Smoking Prevalence among Staff of Healthcare Institutions

Objective To understand the changes of smoking prevalence among staff of health-care institutions since Shanghai Regulations of Tobacco Control（ hereinafter referred to as ＂the regulations＂） implemented one-year term. Methods 1 774 staff investigated in the early stage of implementation of the regulations （in March 2010 ） and 1 767 staff investigated after one year of implementation （ in March 2011 ） were selected from staff at all levels of health care institutions in 18 districts or counties in Shanghai through stratified sampling and were interviewed by questionnaire. Results The rate of smoking decreased from 16.4% to 14.3% and the rate of intending to quit smoking increased from 46.4% to 49.8%. The awareness rate of the regulations decreased from 99.1% to 96.6% and the support rate of the regulations increased from 95.7% to 97.7%. The awareness of tobacco prevention and cure knowledge decreased from 57.1% to 54.2%. Conclusion The smoking rate of staff among healthcare institutions is relatively low. But their awareness of the hazards of tobacco needs to be further strengthened.
