| 摘 要： | “公共卫生服务券”实行的初衷是为了解决农村公共卫生的公平和效率问题。本文主要对“公共卫生服务券”的公平和效率进行研究，并分析了“公共卫生服务券”在中国实践中发挥“公平”和“效率”所遇到的困难和问题。
