我国中西部地区农村卫生室的政府治理策略研究

目的探讨在当前形势下政府治理村卫生室的理论及有效策略，为村卫生室健康快速发展提供理论支撑和实践经验。方法采用文献综述法探讨政府在公共领域治理的相关理论和策略，利用重庆市黔江区做典型案例研究。结果政府在公共领域治理理论适合对村卫生室的治理。重庆市黔江区政府在治理村卫生室过程中强调政府是治理责任主体、多渠道筹集村卫生室建设资金，同时，把监管权下放给乡镇卫生院和村民自治组织的方式治理村卫生室，取得良好效果。结论政府在治理村卫生室时要树立正确的治理理念，强化政府的主导作用；推行“参与式”的政府治理模式是我国西部地区政府治理村卫生室的可行选择。

On Governance Strategies of Village Clinics in Mid-west Regions of China

Objectives To explore governance theories and strategies of village clinics under new circumstances and to provide theoretical and experimental basis for the healthy development of village clinics.Methods Based on the literature review of the theory of governance in the public fields,a case study was made of Qianjiang District in Chongqing City.Results Governance theory in public fields is also applicable to the management of village clinics.The government of Qianjiang District strengthened its status as amain body in the governance of village clinics and introduced various investing ways to build asuitable governance model of village clinics.All these strategies showed a good-long term effect.Conclusions The government should establish correct ideas of governance and put emphasis on the government's status as amain body in the governance of village clinics.Besides,the model of participative governance was a good choice for village clinics in mid-west regions of China.
