摘    要:在医疗改革中,公立医院作为非营利性的公众服务机构如何体现其公益性,并保障公众、医院、医务人员等多方利益共赢和良性发展是改革的核心问题。为此,必须重新构建医务人员的绩效考核分配体系,着重评价服务质量、服务量、管理效果及成本控制等核心指标,既要保证公益性服务,又要调动大家的积极性,同时兼顾医院自身发展与特色建设。

Abstract:In the medical reform, public hospital as a non-profit public service organization. Win-win policy and benign development is the core issue of the reform. Therefore, the performance appraisal system of distribution must be reconstructed. Evaluation of the service quality, service, management and cost control are the core indicators. Public welfare services, mobilize the enthusiasm of everyone and hospital self development and characteristics should be emphasized.
