Quantitative research on provincial policy for medical alliance construction in China--Based on three-dimensional analysis framework of policy tools,stakeholders and policy effectiveness

Objective Analyze provincial policy for medical alliance construction,explore the dynamic coupling degree between the formulation of provincial health policies and the satisfaction of individual health needs of residents,so as to provide reasonable opinions for the promotion of medical alliance construction and policy optimization.Methods Retrieved the provincial government’s policy documents for the construction of medical alliance,based on the coding classification of Rothwell and Zegveld policy tools,constructed a three-dimensional analysis framework of the dimensions of basic policy tools,the dimensions of stakeholders,and the dimensions of policy effectiveness.Results Finally,31 policy documents were included.Supply-oriented,environment-oriented and demand-oriented tools in X dimension accounted for 7.38%,16.42%and 76.20%respectively.Medical institutions,medical personnel,government,patients,medical insurance and medical tools in Y dimension accounted for 47.63%,8.94%,22.81%,13.14%,5.29%and 2.19%respectively.Service,responsibility,interest and management alliance tools in Z dimension accounted for 21.82%,9.09%,12.73%and 56.36%respectively.Conclusions At present,the construction of medical alliance is mainly based on environmental policies,and supply-oriented and demand-oriented policy tools use less;The policy tools related to medical staff and patients use less,mainly concentrate in the government and medical institutions;Policies for building management alliance tools accounted for a large proportion,while policy tools for building alliance of interests and responsibilities accounted for a relatively small proportion.
