江苏省居民健康卡体系架构分析与研究

新医改实施以来，区域医疗信息平台建设取得了长足的发展。与此同时，居民健康卡也在全国试点城市得以迅速推广。但是健康卡的体系架构普遍缺乏金融功能，或金融仍沿用磁条作为介质，安全性不高。江苏省首家设计出符合卫生部和中国人民银行标准规范的具备金融IC卡功能的居民健康卡作为存储介质。实践证明，健康卡实现患者跨地区就诊，费用实时结算且安全性极高。居民健康卡为患者提供真正意义上的安全、便捷“一卡通”诊疗服务，并在江苏省乃至全国得到全面推广应用。

Research and Application on the Architecture of Residents Health Card in Jiangsu Province

As of the implementation of new medical reform, the regional health information platforms have been greatly developed. Meanwhile, the resident health cards also have been extended rapidly in the pilot cities of the county. But the health card＇ s architecture generally lacks the financial function, or the finance still uses the magnetic stripe for the medium, which is not enough security. Jiangsu, which is one of the pilot provinces in the county, has designed the first regional health card that accords with the standard of ministry of health and the people＇ s bank of China and has the function of finance IC. Experience has proved that health cards achieve the patients with cross regional hospital, the cost real-time and the high security. The residents＇ health card has provided patients with the real treatment services of all-in-one-card on the security and convenience and been applied in Jiangsu and the whole country.
