摘    要:尝试将平衡计分卡引入医院的绩效评价,探讨公立医院建立组织绩效与个人绩效相结合的综合考评体系。从财务、内部流程、患者、学习与成长等四个方面,建立了医院一科室一个人逐层递进的多级绩效考评体系。按照内外部比较原理,提出了三个不同量化等级的权重评定方法,实现了评价指标的动态加权。最后,探讨公立医院依据绩效考评体系建立信息化考评系统的途径和方法,以及实际操作中应注意把握的相关问题。

Abstract:By introducing balanced scorecard, an integrated appraisal system of organizational performance and individual performance inaspects of finance, hospitals internal process, patients, learning and growing is created .According to the internal and external comparison theory, three weighted assessment methods so as to realize dynamic weighted appraisal standards are presented. And the methods on how to establish informational evaluation according to performance appraisal system and the key points in implementation are also discussed.
