摘    要:目的:规范药品采购供应行为,降低药品采购供应成本,提高医院的药品管理水平,推动我院医药分开改革。方法:重构医药采购、物流管理、支付结算流程,建立规范化、集约化药品供应保障体系;运用现代药品流通方式,实施供应商管理库存(VMI);建立第三方服务机构主导型的医药供应链管理平台和标准数据库;开展供应链集成、维护、运营及相关服务。结果:对传统模式的供应链采取了6个方面的改进措施,建立了第三方服务机构主导型的医药供应链管理平台,并在实际运行中取得了良好的成效。结论:新模式逐步推行,主要体现规范药品集中采购行为、降低药品流通的总成本、加强医院精细化管理、实现医药分开等7个方面的优势。

Abstract:Objeetives: To standardize drug procurement, reduce purchasing cnst, improve management in pharmacy and to pursue the reform of separating management between medieine and pharmacy. Methods: Drug procurement, logistics management and payment process were restricted to establish a standardized and intensive drug supply system. Vendor managed inventory (VMI) was implemented guiding by modern drug delivery system. The third-party service-oriented pharmaceutical supply chain management platform and standardized database were created to carry out supply chain integration, maintenance, operation and other related services. Results: 6 aspects were changed from current drug supply chain. The third party oriented drug supply chain management platform has been established and has had much effectiveness. Conclusions: It has showed 7 advances such as standardizing drug procurement, reducing drug delivery cost, strengthening hospital lean management and improving separated management between medicine and pharmacy when implementing the new mode.
