| Abstract: | Based on the field survey results, the paper conducted s takeholder analysis on the conversion of the public hospital into private for-profit and non-profit hospitals in terms of the initiators and the potential resistance. It also reveals the profile and issues on the conversion process and put forward to the policy recommendations: to formulate the principles and process of public hospital conversion, to figure out the regulations on the appraisal of and biding for hospital asset and to smooth the re-identification of the hospital employees in order to minimize the transformation cost. |
