谈谈"核心期刊"评价功能的负面效应

“核心期刊”是对期刊文献数据的研究，其初始效用仅只是为图书情报机构提供优选期刊及为读者选刊提供门径，但近年来“核心期刊”原始功能的退化及负面效应的泛化，主要表现在学术期刊价值取向的偏离和“核心期刊”评价效用的泛化两大方面．认为这些泛化效应已对我国的期刊界、学术界乃至科研管理界产生了不良后果，因此我们应对“核心期刊”的功效有一个理性的认识．

On the Negative Effects of the Evaluation Function of Core Journals

As a tool for the research of periodical literature data, core joumal was initially used in optimizing selection of joumals for libraries and information institutes and in providing access for readers to selection of journals. But in recent years, the primitive function of core journal has began to weaken and its negative effects to generalize, mainly in the value orientation deviation of academic periodicals and in the generalization of the evaluation function. Due to these effects, bad results have emerged in periodical circle, academia and even in scientific research management, therefore, rational cognition may be required on the functional effects of core journals.
