乡镇卫生院功能定位的实证研究

乡镇卫生院的功能定位理论上已达成共识,但实践中仍未得到实质性的落实,仍然存在着定位偏移、连年亏损、人才流失、公共卫生缺失等现实问题。笔者认为,应当尽早通过政策和体制安排,彻底解决乡镇卫生院的经费投入和实际中的定位偏移问题。要按照职能定员定编,优先解决职工待遇,功能定位不应搞＂一刀切＂等。

Demonstration Research on the Establishment of Functions of Township Hospitals

Though common acknowledgement has been made in theory of the function establishment of township hospitals, actual fulfillment has not been achieved of the functions of township hospitals, and there have been many practical problems such as erroneous function establishment, losses of successive years, brain drain, poor public health, etc. In order to solve these problems, we should adjust the health system and make new policies, redesign the positions, determine the number of the staff according to the functions, give employees priority to medical treatment, and avoid the policy of compulsive identicalness in function establishment.
