| 摘 要： | 卫生总费用测算涉及卫生资金的筹集来源，分配流向（即机构流向）和使用消耗三个不同层次。卫生总费用分配流向作为三个层次中的中间层次对卫生资金的筹集来源和使用消耗起着制约作用。利用安徽省资料给出了安徽省卫生总费用分配流向测算方法，并对1999年安徽省卫生资金在全省不同部门，不同地区，不同领域和不同层次的配置和使用效果进行了分析。 |

| Abstract: | Health accounting can be classified three levels, they are health finances from initial sources, allocation for health funds and health funds final use. As an intermediate level, allocation for health funds controls health finances from initial sources and health funds final use. The article advances a measurement of allocation for health funds in health system, and makes a measure of health accounting from 1996 to 1998 in Anhui province. Some suggestions strengthening of policy for anhui province will be informed in the article. |
