Analysis of the External Environment of Public Hospitals' Governance Innovation

Governance innovation is the core issue in public hospital＇s reform.How to make public hospital return to public welfare through scientific governance reform is a core issues for policy makers and hospital administrators.This paper attempted to analyze the external environment and its impact on the public hospital governance reform from three aspects of the market environment,financing and payment system.Through the discussion on relevant elements of external environment and their interrelation,especially the relationship between supply and demand side,the payment and regulatory means,it was recommended to perfect medical service market,normalize medical service order,break the governance reform bottleneck and finally achieve the unification of commonweal and efficiency.
