| 摘 要： | 转型期公共卫生政策框架的设计与医疗服务体系的建设已成为事关经济社会协调发展的重大战略问题.文章以新医改为政策背景,选取农村卫生这一重要层面,从公共政策的学科视角出发分析了制约其改革与发展的突出问题,主要包括农村医疗队伍建设滞后、基本药物制度的影响、缟制和社保等配套政策的缺失以及农村医疗费用的快速攀升等方面,并尝试提出若干政策建议.
