| 摘 要： | 明确了解决问题求得突破与医改方案有序推进之间的关系,认为:"总额预算+按服务单元付费"组合支付为完善四大服务体系,尤其是医疗服务、药品供应保障、医疗保障三大服务体系提供了基础,也为近期医改五项重点改革,尤其是公立医院改革试点、初步建立国家基本药物制度提供了前提,同时提供了一些关键改革措施落实的必要条件。由此,建立基本医疗卫生制度的目标达成将变得可望又可及。 |
