摘    要:目的调查分析全国县级医院院长职业化现状,挖掘阻滞县级医院院长职业化改革进程的关键因素,提出推进对策。方法问卷调查全国26个省份35家县级医院203名院级管理干部职业化现状,利用PEST分析法分析外部影响因素。结果当前我国县医院医学专家型管理人员多,“双肩挑”现象普遍,职业化程度不高。推进县医院院长职业化存在制度约束和政策依赖,需善用有利条件,克服不利因素。结论应对县医院院长实施专业化培训,强化其在岗位工作中的科学管理意识:同时,应从管理者的选拔、考核及职业发展三方面着手稳步推进县级医院管理者职业化进程。

Research of President Occupation in County-level Hospitams by PEST Analysis

Abstract:Objective To investigate the status of president occupation at county-level hospitals, to analyze influence factors, and then to put forward some improvement measures. Method Doing questionnaire survey 203 senior managers from 35 county-level hospitals in 26 provinces, and analyzing the external influencing factors by PEST. Result Lots of president of county-level hospitals are chosen from the clinical doctors. Professional degree is low. Promoting the county hospital professional depends on some of management system and health policy. Favorabrc conditions should be used to overcome the disadvantage factors. Conclusion For county hospital professional training, the scientific management consciousness should be strengthened. At the same time, from the three aspects of the selection, evaluation and professional development of the managers, the county hospital managers professionalization process should be steadily put forward.
