| Abstract: | To achieve medical insurance coverage for non-employee urban residents, the State Council decided carry, out an essential medical insurance pilot program for the urban residents from 2007. In order to provide references for other cities, this paper analyzes 20 urban Resident Essential Medical Insurance Program in 11 provinces. Based on comparing in the aspects of population groups, finance and reimbursement, several issues related to develop medical insurance had been discussed. |
