铜陵县新型农村合作医疗制度的实施及思考

目的:探索新型农村合作医疗制度及制定合理的实施方案,为试点提供依据。方法:该县制定了以大病统筹(住院)补助为主的农村合作医疗制度,农民参保率达83.6%,乡村覆盖率达100%。对225425名参保人和163名住院病人医疗费用分析。结果:认为制定方案时,报销比例重点放在5000元层次,为照顾受益面起报线可低些,一般为400元左右,对大额报销比例可高些,可在70～80%之间选择。结论:对新型农村合作医疗可持续性发展应继续进行探讨和不断完善。

To probe into the new country cooperative medical system in Tongling county

Objective It provides the basis of working out a reasonable scheme in this paper while probing into the new country medical subsidy scheme.Method The country establish the cooperative medical system aimed at proriding intergrated subsidy mainly on serious diseases (during hospitalization),the rate of peasanty join insurance is 83% , the rate of country bestrow is 100% . After analysing the medical cost of 163 in- patients and 225425 patients using medical insurance. Results An expense account should vary from 400 yuan to 5000yuan,the large expense account can be higher,varies from 70% to 80% .Conclusion It probes into the continuous development of new country cooperative medical system.
