| 摘 要： | 从城镇职工基本医疗保险(以下简称医疗保险)存在的问题出发,以现代医学模式的观点,提出为了医疗保险的可持续发展,必须使医疗保险从医疗保障到健康保障过渡,加大社区卫生服务在医疗保险支出中的比重,进行医疗保险险种创新和建立自我表现保健激励制度等建议。

| Abstract: | The medical insurance system development is now confronted with some impediment.In order to overcome those problems and make the medical insurance system development sustainable, the authors suggest: turn medical insurance into health insurance; expand extent of community health services in medical insurance expenditure; develop new policies of medical insurance and build systems encouraging of self-care. |
