基于TOPSIS法与RSR法模糊联合法的广西村卫生室服务能力综合评价

目的 综合评价广西村卫生室服务能力，为提高村卫生室服务提供参考依据。方法 从人力、财力、物力、服务功能四个维度构建广西村卫生室服务能力评价指标体系，采用TOPSIS法、RSR法以及两者模糊联合法对2020年广西各地市村卫生室服务能力进行综合评价并分档。结果 评价指标由4个一级指标和16个二级指标构成，有10个指标数据呈上升趋势。在TOPSIS法和RSR法两者模糊联合法的分析中，计算出的南宁市C_i值、RSR_i值、0.1C_i+0.9RSR_i值、0.5C_i+0.5RSR_i值和0.9C_i+0.1RSR_i值分别为0.5587、0.7500、0.7309、0.6543和0.5778,排名均在第一位。结论 广西村卫生室卫生服务趋势向好，地市间村卫生室服务能力不均衡，综合评价方法的科学性较强。

Comprehensive evaluation of village clinic service capacity in Guangxi based on TOPSIS and RSR with fuzzy combined method

Objective To comprehensively evaluate the service capacity of Guangxi village clinics, and to provide reference for improving village clinic services. Methods From the four dimensions of human resources, financial resources, material resources and service functions, an evaluation index system for the service capability of Guangxi village clinics was constructed, and the TOPSIS method, RSR method and the fuzzy combination method of the two were used to comprehensively evaluate and archive the service capabilities of urban and village clinics in Guangxi in 2020. Results The evaluation indicators consisted of 4 first-level indicators and 16 second-level indicators, of which 10 indicators showed an upward trend. In the analysis of fuzzy combination method of TOPSIS and RSR method, the calculated value of C_i, RSR_i, 0.1C_i+0.9RSR_i, 0.5C_i+0.5RSR_i and 0.9C_i+0.1RSR_i of Nanning were 0.5587, 0.7500, 0.7309, 0.6543 and 0.5778, respectively ranking first. Conclusion The health service trend of Guangxi village clinics is good, but the service capacity of village clinics between cities and regions is unbalanced. The comprehensive evaluation method is scientific.
