基于熵权 - TOPSIS结合RSR法的安徽省卫生资源配置差异性研究

目的 综合评断安徽省卫生资源配置地区差异化水平，为促进安徽省卫生事业健康发展提供依据。方法 采用熵权 - TOPSIS法和RSR法联合分析2011—2020年安徽省各市卫生资源配置状况，并对结果进行综合排序及分档。结果 据熵权 - TOPSIS法可得，合肥市和黄山市综合评价排序处于靠前水平，皖北地区综合排序不及皖中和皖南地区。RSR法显示，合肥市、黄山市和铜陵市分档处于优等水平，11市处于中档水平，皖北地区中亳州市和宿州市处于差档水平。结论 熵权 - TOPSIS法综合排序和RSR法分档结果基本一致，安徽省卫生资源配置存在明显地区差异，皖北地区处于较差配置水平，政府应统筹协调，优化卫生资源结构布局，以增量驱动存量改革，满足卫生服务需求。

Study on regional difference of health resource allocation in Anhui Province based on Entropy Weight TOPSIS and RSR method

Objective To comprehensively evaluate the regional differentiation of health resources allocation in Anhui Province and provide reference for promoting the healthy development in Anhui. Methods Entropy weight TOPSIS and RSR were used to jointly analyze the health resource allocation of various cities in Anhui Province from 2011 to 2020, and the results were comprehensively sorted and classified. Results According to the entropy weight TOPSIS method, Hefei and Huangshan were ranked at the top in the comprehensive evaluation, and the comprehensive ranking of northern Anhui was lower than those of central and southern Anhui. RSR method showed that Hefei, Huangshan, and Tongling were ranked at the top level, 11 cities were at the middle level, and Bozhou and Suzhou in northern Anhui were at the bottom level. Conclusion The results of entropy weighted TOPSIS method and RSR method are basically consistent. There are obvious regional differences in the allocation of health resources in Anhui Province. Northern Anhui has poor allocation. The government should coordinate the allocation, optimize the structure of health resources, drive the stock reform with incremental increase, and meet the demand of health services.
