| 摘 要： | "管办分离"打破了传统体制下形成的办医体制,实现了政府职能的转变,建立了社会事业单位新的法人治理结构和管理运行机制,给公立医院注入了新的生机和活力。苏州、无锡、上海、北京海淀四地"管办分离",把政府的公共管理职能和作为出资人的职能分离了出来,四地"管办分离"模式在共性之下又有各自鲜明的个性,对医疗卫生体制改革所具有的"拓荒"和"样本"意义不容置疑。
