医疗卫生体制改革中的成本分摊

近年来医患关系紧张的实质缘于医改政策设计的缺陷和政府在对医疗体制改革成本分摊中的失衡。政府在医疗卫生事业上对老百姓和医疗机构的负担都减轻了,却将高额的改革成本转嫁给了医疗机构与患者,影响并离间了医患间的关系。应当尽快明确医疗卫生体制改革的目标与方式,为医改成本的分摊制定一个明确的标准,用成本控制和成本管理规范医改行为,使医改沿着"以政府为主导、公有制为主导"的公共性的目标前行。

THE COST SHARING IN MEDICAL HEALTH SYSTEM REFORM

The nervous relationship between medical institutes and patients is due to the policy blemish in the design of the reform of the medical system and the cost share of the reform being out of balance.The burdens to the common people and the medical institutes of the government eased,but passed the high reform cost to the medical institutes and the sufferers,which influenced and incited the relationship between the medical institutes and the sufferers.We must make it clear the target and the path we'll take about the reform of the medical system as soon as possible,draw up an explicit standard for the share of the reform cost,regular the reform behavior with cost control and management,and make the reform of the medical system forward along with the public target of "government in charge,public as predominance".
