浅谈建立国家基本药物制度保证群众基本用药

目的完善国家基本药物制度,保证群众基本用药。方法采用文献研究分析方法,阐述国家基本药物制度存在的问题,提出完善国家基本药物制度的对策。结果我国虽制定了《国家基本药物目录》,但与世界卫生组织倡导的基本药物目标尚有较大差距,且存在法规体系不健全、公众对基本药物认识不足、民众可获得基本药物不公平等问题。结论确立国家基本药物政策的法律地位,构建国家基本药物制度框架,强化《国家基本药物目录》的科学遴选、使用与监管,从而保障公众基本用药需求。

The Establishment of National System of Essential Drug, To Ensure the Public Basic Demand for Drug

Objective Perfect the national system of essential drug in order to ensure the masses of basic drug use. Methods In this paper, literature research and analysis methods, on the state＇s basic system of drug problems. Made to improve the state＇s basic drug system. Results The policy related to National Essential Drug List has been established in our country, but it still lags far behind the goal of essential drug set by WTO. Some problems such as the imperfect laws and regulations, lack of the governmental macro--control, public＇s lack of knowl edge on the essential drug, populace＇s unfair access to essential drugs system et can still be seen. Conclusions Establish the legal status of national essential drug policy, build the institutional framework of national essential drug, and strengthen the science selection, use and regulation of the National Essential Drug List, in order to ensure the public basic demand for drug.
