公立医院董事会型法人治理模式研究

目的：探讨公立医院董事会型法人治理模式改革后的效果。方法对各个公立医院在采用董事会型法人治理改革之前的一年、改革当年以及改革后的一年和两年的医院人力及经营情况进行调查，并对公立医院在董事会型法人治理改革前后的绩效进行对比分析。结果（1）医院的新行政管理人员及工勤人员的比例整体呈现出下降趋势，高学历、高职称的人员所占比例整体呈现出上升趋势；（2）医院的总资产以及固定资产整体呈现大幅增长，其中业务收入是主要的资产增长点；（3）发展战略逐渐转为扩张型发展，职工收入在改革之后也出现了明显的增长。结论公立医院董事会型法人治理模式的改革，不是单纯的成功或者失败可以进行衡量的，最主要是需要通过不断的改革实践来确定我国公立医院改革的正确方向。

Corporate governance by the board of directors in public hospitals

Objective To investigate the effect of reformed corporate governance pattern by the board of di-rectors in public hospitals. Methods Survey was conducted in all public hospitals applying corporate governance by the board of directors with respects to human and operation condition in the one year before reform, the year of re-form, one year after reform, as well as two years after reform. The performance of the hospital was compared before and after reform. Results （1） The overall proportion of new administrative personnel and workers of the hospital ser-vice personnel showed a trend of decline, but the proportion of highly educated, highly titled personnel showed a ris-ing trend;（2） the total assets of the hospital and the fixed assets were on great increase overall, and business income constituted a main asset growth point;（3） development strategy were gradually converting into expansion type devel-opment, and the personnel income showed obvious growth. Conclusion The reform to corporate governance model by the board of directors in public hospitals can not be evaluated simply as success or failure. The main point is to de-termine the correct direction of public hospital reform in China through persistent reform practice.
