| 摘 要： | 政府监管医院的基本含义、监管主体、范围内容与基本形式至关重要。文献回顾与实证研究发现,公立医院管办分离中的管主要有4种含义。监管的主体分为2大类:一是政府机构,二是政府机关代理人或委托人,二者都代表政府行使社会管理和社会服务职能。目前,我国医院监管的主要问题是政府监管主体过多,如何在卫生领域实施善治和科学监管公立医院成为当务之急。

| Abstract: | The meaning,subject,content and basic form of government regulation public hospital in China is a core issues. The literature review and empirical study finding that the words about regulation meaning of government regulation public hospital in China is have four meaning. The subject of regulation is dividing into two kinds,one is government organization,another is agent or trustee of government organization,the both presentation the government organization to carry out the function of social management and social services. Currently the main problem is government regulation subject is too much in public hospital regulation,the core issues is government how to carry out the good governance and scientific regulation in heath care system and public hospital area. |
